In March 1994, the plaintiff filed an eminent domain complaint to condemn a strip of land 200 feet wide, amounting to 25 acres, through the approximate center of two large parcels comprising 312 acres owned by the defendant property owners. The condemned property is part of a "power corridor" for high voltage transmission lines running from Nevada to Los Angeles. The plaintiff's initial appraisal and pre-litigation offer to the property owners totaled $117,700. Prior to trial, the plaintiff's litigation appraisal rose to $255,820 for the property taken and devaluation to the remainder. The property owners' appraisal was $1,746,000, of which $1.4 million was severance damages for devaluation to the remainder property.
