Facts

Two residents filed suit against the City of Riverside, claiming that the city improperly raided a water fund to help pay for day-to-day services. The suit involved 16 years of money transfers from the city's utility water fund to the general fund. The plaintiffs argued that the annual funding transfer violated a 1996 law requiring voter approval of taxes and fees and how they are spent.

Result

The parties settled for $10 million. Riverside will repay the amount to the water fund and put a measure on a future ballot asking voters to permit future transfers.
