Facts

In 1989, the defendant city issued $60 million in bonds to install fire sprinklers, fire life-safety systems and related items in all pre-1974 municipal buildings over 75 feet tall and for the acquisition of temporary office space and relocation of services during renovation and construction. In 1992, and prior thereto, the defendant city had spent $25,579,444 to purchase and renovate a building. The plaintiff brought this action against the defendant seeking declaratory relief, injunction and damages theories of recovery.
