Plaintiff tenant of HUD section 8 subsidized housing, was Arthur Radcliff, a 50-year-old unemployed man on welfare. Defendants were Westminster Housing Group I, the manager of the subject property, and Patricia Ingram, the owner of the property. In March of 1992, Defendants evicted Plaintiff when his welfare check was delayed 2 weeks. Plaintiff then became homeless.
