Facts

On October 9, 1992, Plaintiff, a 14-year-old developmentally disabled student, underwent a lumbar puncture as part of a medical workup. An epidural hematoma developed at the site of the puncture and was diagnosed on October 14, 1992. Plaintiff underwent evacuation of the hematoma on October 16.
