Facts
In 1985, Plaintiff Willie Davis, a 49-year-old electro mechanic who worked in sewer maintenance, had been employed by Defendant County of Los Angeles for 15 years. At that time Plaintiff allegedly complained to his supervisors that his crew leader was using a county truck to visit his girlfriend and on county time. According to Plaintiff, the crew leader directed Plaintiff to wait outside the girlfriend's house while he visited his girlfriend. Plaintiff allegedly told his supervisors that, unless they removed him from his assignment to this crew leader, Plaintiff would "take them downtown."
