On August 7, 1992, Plaintiff Anabel Sanchez called Defendant City of South Gate Police Department for assistance. Her husband, Joel Sanchez was admittedly intoxicated on cocaine. Defendant officers engaged in a physical wrestling confrontation with Mr. Sanchez in which he was ultimately handcuffed and hog-tied. He was then transported to Martin Luther King Hospital in the radio car, laying on his stomach. He went into cardiac arrest and died 8 hours later. Plaintiffs were the decedent's widow and 2 minor children. The decedent was a 26-year-old male who was marginally employed at the time of death.
