Facts
During the riots (an outgrowth of the Simi Valley Rodney King verdicts) of late April, 1992, Plaintiffs' hardware store became engulfed in flames; both the roof and ceiling collapsed. Immediately following the civil disturbance, Plaintiffs sought and hired a private contractor to begin rebuilding. After the riots, Defendant city contracted with Defendant subcontractors to perform demolition and cleanup work in the areas affected by the riots. Plaintiffs' building was one of many buildings set for demolition. Approximately 2 weeks prior to the demolition, Plaintiffs allegedly advised the chief building inspector of their intention to rebuild. On or about July 29, 1992, Defendants allegedly demolished the building.
