On or about July 27, 1991, Defendant City of Downey police officers gave chase to Plaintiff Ever Quintanilla, a 34-year-old unemployed male, following his alleged theft of a vehicle. Plaintiff eluded capture and hid in a large industrial trucking complex. Plaintiff was eventually found and bitten by Defendant police canine.
