On November 14, 1993, Defendant LAPD stopped a female arrestee at a routine traffic stop. Defendant officers found stolen credit cards in her possession. Arrestee was taken into custody, handcuffed, and placed in Defendant officers' vehicle. She managed to escape from her handcuffs and climb through the Defendant officers' unlocked glass partition. She found Defendant officers' vehicle engine running and drove away. Arrestee later collided with Plaintiff's vehicle (she was convicted and served one year in custody). Plaintiff Raul de la Torre was a self-employed 30-year-old street-sweeper operator.
