Facts
On February 14, 1991, Defendant Chino police officers were serving an arrest warrant for the Plaintiff Manuel Parra, an unemployed 32-year-old male. When officers appeared at Plaintiff's home, he fled next door and then into an adjacent truck rental yard. Plaintiff was seen going over the wall into the yard. Canine announcement was given and Plaintiff failed to respond. The canine was sent into the yard to search for Plaintiff; he located Plaintiff and bit him. Two officers responded to the scene; and Plaintiff allegedly refused to submit to arrest. Plaintiff was struck several times with a baton while the dog was biting him. Plaintiff eventually fell down and then submitted to the arrest.

Damages
Damages were bifurcated; and so, no evidence was presented regarding the medical expenses or lost earnings in this liability-only phase of the trial.
Injuries
Bruising to the left shoulder, left mid-section, and left buttocks; fractured left forearm; lacerations to the left forearm, both legs, and left foot.
