On October 31, 1992, Plaintiff Dustin Griffith, a 10-year-old boy, was struck by Defendant Imperial Irrigation District's pickup operated by its employee, Defendant Pedro Torres. Plaintiff had ridden his bike eastbound across State Route 86, at its intersection with Pico Road in the City of El Centro, and against a red light. Torres was northbound on SR 86 and struck Griffith as he rode into Torres' path.
