Facts
On June 6, 1992, plaintiff's father (deceased), a then 62-year-old retired mechanic, was traveling south on highway 95 near Needles, CA. At the same time, defendant's officer, a county sheriff, was operating a county-issued vehicle traveling north on highway 95. The officer's partner (front seat passenger) and an individual under arrest (back seat passenger) were also riding in the county vehicle. The defendants' vehicle crossed over the center divider of highway 95 and struck the vehicle operated by the plaintiff's father who died in the accident.
