The plaintiff County of Orange sought to acquire by eminent domain a portion of the frontage of the gasoline service station leased by defendant G&M Oil Company, Inc. from defendant 23991 El Toro, Inc. in order to widen the intersection of El Toro Road and Avenida de la Carlota in Laguna Hills. The court ruled that since the EIR did not contain an adequate project description, the plaintiff's complaint should be dismissed.
