Facts

On March 27, 1994, Daniel Mason, Nicholas Cramer, and Lohren Price, 17-year-old students, were driving down Crenshaw Blvd. about mignight, having completed their final year at high school. They were stopped by defendant Torrance police officers Louis Kramer and Steven Danjou for seat belt violations. The officers approached the car, allegedly pointed guns at the heads of the plaintiffs, and one-by-one ordered them out of the car, where each was subjected to a frisk by defendant Kramer that included grabbing and pulling of the testicles. They were then made to sit on the curb while Kramer, allegedly without asking nor receiving consent, searched the car, including the hood, trunk, interior of the car, and even pulling out the back seat of the car. Nothing was found. After a detention lasting almost one hour, the officers cited Price for not wearing his seat belt and having an inoperable vehicle directional signal, and Cramer for not wearing backseat lapbelt, even though one of the straps was stuck under the bottom of his seat. The plaintiffs brought this action against the defendants based on a violation of civil rights theory of recovery.
