Defendant San Gabriel County Water District prepared an Environmental Impact Report (EIR) for a reservoir renovation and expansion and parallel pipeline project. San Gabriel County Water District certified the EIR on Nov. 26, 1996, and approved the Environmental Superior Alternative on Dec. 10, 1996. The City of San Marino filed suit on Jan. 9, 1997, for Writ of Mandamus alleging violations of the California Environmental Quality Act and public and private nuisance.
