Facts
On November 19, 1990, Plaintiff, a 15-year-old minor committed a robbery. He sped away in the stolen van, a store clerk observed the robbery and called "911". The Defendant Downey police units responded and were led on high speed chase. The van collided with a drive thru of a fast food restaurant. The Plaintiff jumped from the wreckage and ran from the scene. He was commanded to stop and surrender by a Defendant Downey police officer. The minor ignored the officer's commands and continued to run. The officer then released his police canine to pursue the minor. The canine caught the minor, jumped and bit his left shoulder. The minor struggled with the canine, knocking him away. The canine then bit and held the minor's right buttock area and the officers then subdued and handcuffed the minor.
