Facts
In April 2002, at 2 a.m., Eddie Dominguez, 32, was stopped in a motel parking lot in Whittier by Los Angeles County Sheriffs who were investigating a possible stolen vehicle crime. The sheriffs claimed that during the stop, Dominguez refused to raise his hands and that when a female passenger began to yell, he raised a rifle (AK-47). When it appeared that he was about to aim the rifle at deputies, two deputies fired a shotgun and a 9 mm handgun at Dominguez. He was fatally wounded. Dominguez's parents, Edward and Doreen Dominguez, sued the County of Los Angeles for negligence.
