On March 30, 1993, at 7:15 p.m., Defendant police officers were called by Plaintiff Forrest Belew, a 19-year-old student, to assist him with his 38-year-old mentally deranged mother. When the woman armed herself with a knife, officers used verbal intervention, a baton, mace, and a taser in attempts to disarm her. When all efforts failed and she charged an officer with the knife, she was fatally shot.
