Facts

On July 23, 1990, Plaintiff Ramrhutu Enterprises, Inc., purchased an unimproved lot in a hillside area of Malibu including plans for a house designed by architects, for the seller, with county and coastal commission approvals. Plaintiff was unable to complete construction due to delays caused by the need to obtain fire department approval and a moratorium imposed by the City of Malibu on March 20, 1991. In addition, Plaintiff alleged the plans and specifications were inadequate.
