Facts

On April 11, 1990, Plaintiff Nancy Lionetti, a 29-year-old female salesclerk, was operating her 1988 Yamaha 200 motorcycle westbound on Victory Boulevard. She was struck within an intersection by Defendant Randall Curey, who was driving an automobile which ran a red light for northbound Winnetka Avenue. Defendant Curey claimed that he was confused because the amber signal flickered on and then off before the red signal came on. He settled out before trial for his policy limits of $15,000.

Defendant city contends it offered $5,000 and Plaintiff demanded $50,000.
