On June 19, 1992, at approximately 3:45 p.m., an accident occurred at the intersection of 8th and Harbison in National City. Through and left turning traffic was controlled by one set of signal lights. Plaintiff Darlene Cook, a 44-year-old counselor, was completing a left turn from westbound 8th onto southbound Harbison after the light controlling east and west 8th allegedly turned red. Defendant Charles Richardson was proceeding eastbound on 8th when he struck Plaintiff's vehicle.
