Facts
The plaintiff began her employment with the IRS as a group secretary in 1991. In August 1997, after a 16-month
leave of absence, the plaintiff returned to work. Shortly thereafter, the plaintiff claimed that her immediate
supervisor started paying special attention to her, including calling her into his office only to begin
conversations on sexual topics and asking her about her sexual relationships. In one incident, the supervisor
related a story in very graphic sexual detail to the plaintiff.
In October 1997, the plaintiff went on stress leave. While on stress leave, the plaintiff requested a transfer,
which was initially granted, then rescinded because the branch chief of her requested transfer location believed
that an internal security investigation of the plaintiff had not been resolved.
Settlement Discussions
The plaintiff made an initial demand of $400,000 when the parties attended their first mediation.
