Facts

Plaintiff Carolyn Phillips and Ruthina Estrada brought suit against the State of California seeking declaratory and injunctive relief to protect the rights of indigent persons charged with crime in California.

Contentions

PLAINTIFFS CONTENTIONS: Plaintiffs alleged that the state was failing in providing effective legal representations to indigent defendants in criminal court proceedings.

DEFENDANT'S CONTENTIONS: Defendant denied that the state failed to carry out any constitutional or statutory duty and that any act of the state caused any harm to plaintiffs.

Result

The parties entered into a settlement agreement. The state agreed to expand the mission of the Office of the State Public Defender by providing $14 million to the mission in the state's annual budget.
