Facts

From around 2011 through 2023, Plaintiff, an employee of the Riverside Police Department, believed that the RPD imposed an unlawful citation and arrest quota in violation of California Vehicle Code Sections 41600 et seq. on its officers, and illegally compared officers using shift averaging and traffic citations per month as a means of determining a benchmark for performance.

Plaintiff repeatedly complained about the quota up the chain of command to his immediate supervisors.

On a continuing and ongoing basis beginning in or around 2013, defendants took various disciplinary actions against plaintiff, including negative performance evaluations.

Plaintiff filed suit, contending that the disciplinary actions were taken in retaliation for the quota complaints.

Result

Jury verdict for plaintiff for $2,850,000. Plaintiff's damages were entirely non-economic.
