On September 15, 1990, Plaintiff Anthony Mee, a contractor in his late 20's, ran a stop light, (allegedly) nearly struck a parking valet, and continued driving on. The parking valet flagged down a Los Angeles City police unit. The Defendant police pursued the Plaintiff, pulled him over, and arrested him.
