Facts

On July 18, 1990, Plaintiff, a 27-year-old bartender, was at home with a friend celebrating his birthday and listening to music when the Defendant police officers came to the residence in response to a loud-music complaint. The officers knocked on the door, and Plaintiff responded. The officers asked Plaintiff to turn down the music. A verbal dispute ensued, and Plaintiff was charged and arrested.
