On June 18, 1990, Plaintiff Sedrak Taslakhyan, a 42-year-old self-employed gold broker, was in a stalled vehicle on westbound Temple (in a no-parking and no stopping area). He was attempting to jump start his automobile, assisted by another automobile facing the opposite direction with an open hood. Defendant DWP's van-pool driver Carol Ann Smith drove by in a 12-passenger van and made contact with the driver's side of Plaintiff's stalled vehicle.
