Facts

Plaintiff was the prime contractor for the Defendant county's project to construct a correctional facility. The contract was awarded April 14, 1987, for $99,000,000 and was completed April 27, 1990. The original contract duration was 622 calendar days, through January 9, 1989. However, the actual duration extended an additional 473 days to April 27, 1990, for a total of 1095 calendar days.

Offers and demands were not disclosed.

Damages

Major revision to the design of the detention electronics system; building foundations design interfered with the location of required piping structures; sediments from county wells on the site damaged the newly installed plumbing fixtures; premature occupancy by county interfered with testing and installation of various complex systems; and change orders required increases in labor, equipment, and supervision totaling $23,000,000.
