Facts
On March 3, 1991, Plaintiff Rodney G. King, a 25-year-old black construction worker, was allegedly beaten by Defendant officers of the Los Angeles Police Department after a vehicle chase. The alleged beating took place under the direct supervision of Defendant Sergeant Stacey Koon who was eventually convicted and sent to prison for his role in the alleged beating. Besides Koon, Laurence Powell, Timothy Wind, Theodore Briseno, Rolando Solano, and Louis Turriaga, all former or current Los Angeles police officers, were named as Defendants.

A widespread riot broke out in Los Angeles, resulting in billions of dollars in property damage and scores of persons injured after the first criminal trial ended with acquittal of the officers involved. Upon completion of a second criminal trial based on violation of Rodney King's rights, King brought this case to trial in federal district court, seeking compensatory and punitive damages, against the City of Los Angeles, its Chief of Police, and the officers allegedly responsible for the beating he sustained. Attorneys' fees have not yet been determined.
