On Sept. 14, 1996, claimant Carl White, a 36-year-old dispatcher, was riding his bicycle when respondent Rick Kitowski's vehicle made contact with the claimant. The claimant lost his balance and fell to the pavement. The claimant brought this action against the respondents based on a negligence theory of recovery.
