Plaintiff Ruby Pickett, a 24-year-old developmentally disabled woman, was driving a motorized scooter on the sidewalk and against the direction of traffic. When she entered the street, she collided with the vehicle driven by defendant Sheila Debelling. The plaintiff alleged the defendant was at fault for causing the accident.
