Plaintiffs, Guillermo and Araceli Granados, husband and wife, ages 40, both employed in clothing manufacturing at the time of incident, owned a brick building at 4700-4718 South Central Avenue in Los Angeles which was damaged by fire during the Los Angeles riots of 1992. The roof burned in the fire, but the brick walls survived the fire. On August 25, 1992, Defendant City of Los Angeles demolished the brick walls of building, that remained after the fire, without notice to Plaintiffs, alleging that walls constituted "immediate imminent hazard."
