The Community Youth Gang Services Project (CYGS) was authorized by the Board of Supervisors in 1980 to reduce gang violence in specified areas. The board stopped funding CYGS as of Sept. 30, 1996. On Feb. 4, 1997, the board voted to divide the $607,000 remaining from the final CYGS contract into five equal parts to allow each supervisorial district to fund gang prevention programs in their respective districts. The board also voted that $847,317 (the amount formerly dedicated to CYGS each year) would be divided in the same manner for fiscal 1997-1998. The plaintiff sought an injunction for alleged violation of Title VI of the Civil Rights Act of 1964 and declaratory relief.
Other Information
The court ruled that plaintiffs lacked standing to bring the claims alleged in their complaint. Plaintiffs have filed a notice of appeal.
