Facts
Steve Mullen, the 55-year-old owner of a publishing business, was struck broadside by a vehicle driven by John Anderson as he drove through the intersection of Barrington Avenue and Pico Boulevard in Los Angeles. Anderson had run a red light. Mullen sued Anderson, alleging vehicular negligence. Anderson admitted liability but disputed the extent of Mullen's injury. The parties submitted to binding arbitration.

Injuries
Mullen claimed that he suffered a grade II shoulder separation for which he received physical therapy for one month. He contended that the nature of his job prevented further treatment and that he was left with use limitations as a result of the injury. Anderson contended either that the injury was not the result of the collision or that it was not significant.

The arbitrator Jack Weichman awarded $30,000 to Mullen (defendant's policy limits).
