Gideon Rueb was driving southbound through a four-way intersection, with east and westbound traffic controlled by stop signs when Ivan Jay Dill, who was driving for Valley Oak Residential Treatment Program Inc., proceeded through a stop sign that controlled his access to the intersection. Dill's vehicle struck that of Rueb.
