Facts

On September 4, 1990, the City of San Bernardino inspected the Plaintiffs' motel, The Super 7, and found it to be a health hazard due to electrical, plumbing, and cleanliness problems. The motel was closed by the city. Plaintiff owners of the motel were Amrut Patel and his wife Sita Patel.
