Facts

Plaintiff, Stephanie Wagner, an on-call mental health counselor, was employed by defendants Sacramento County Mental Health Treatment Center. Plaintiff reported suspected patient abuse to her supervisors and to the responsible agency of defendant County of Sacramento and other state agencies. Plaintiff alleged her complaint was supposed to be confidential, however she was later identified as the person who had filed the complaint. Plaintiff claimed she was retaliated against for making the complaints of suspected patient abuse. She alleged that she was denied a permanent position, denied supervised hours for licensure, that she was wrongfully accused of misconduct and was wrongfully terminated in violation of public policy. She further claimed that the retaliation continued after her termination. The plaintiff brought this action against the defendant based on wrongful discharge and retaliation and defamation theories of recovery.
