On Feb. 28, 1996, plaintiff William Simpson, a 40-year-old registered nurse, was driving his vehicle at the intersection of Plumas Street and Highway 20 in Yuba City, Calif. Defendant Jean West rear-ended plaintiff's vehicle. The plaintiff brought this action against defendant based on a negligence theory of recovery.
