    On April 19, 1992, the decedent, suspected of stealing a car, failed to yield to a traffic stop by a Menlo Park police officer. A high-speed chase was initiated by the Menlo Park units. The chase lead to Highway 101, where the pursuit was joined by a CHP officer and the Defendant county sheriff Sergeant.
