Facts
On Feb. 2 1999, plaintiff went to the emergency room at Kaiser because she was having thoughts of throwing herself in front of oncoming traffic. She was admitted to Kaiser Mental Health and was released five days later to an unlocked board and care facility. shortly thereafter, plaintiff threw herself into oncoming traffic and sustained injuries requiring nine days hospitalization.
