Plaintiff Gregory Dahlgren was a 42-year-old firefighter with the City of Tukwila, Wash., who lived on his boat at Chinook Landing Marine in Tacoma on the Hylebos Waterway. Directly across the waterway was defendant Occidental Chemical Corp's chemical plant. On Dec. 14, 1994, the defendant released an unknown quantity of chlorine during a power outage. The plaintiff contended this aggravated his pre-existing asthma to the extent he had to end his 18-year career as a firefighter and could no longer live a vigorous life. The plaintiff brought this action against the defendant based on negligence.
