On March 10, 1993, Plaintiff Craig Reynolds, a 45-year-old computer consultant, was riding his bicycle from San Joaquin to University in Irvine, where a slurry cort was being applied to the roadway by Defendant City of Irvine. The bicycle lane, the number 3 lane, and the number 2 lane -- all were marked with 3-feet delineators and twine with red ribbon, 1-200 feet from the intersection. Plaintiff entered between delineators not secured with twine, when he realized that traffic in the 12-foot-wide, number 1 lane, was traveling fast. At the intersection of Harvard, Plaintiff approached the twine which he indicated was not ribboned; he hit the twine, lost control of his bicycle, and was thrown 14 feet into the intersection.
