Facts
On June 25, 1992, Plaintiff Mary Frances Moore's son, Kenneth Moore, a 16-year-old honor student, was driving an automobile which had been carjacked the previous day. When Defendant L.A.P.D. officers tried to pull him over, he accelerated away. The officers went in pursuit. Shortly thereafter, the suspect jumped from the moving car. The officers shot Moore, resulting in his death.
