On Oct. 8, 2002, while responding to a 911 call, defendant peace officers from the City of Arcadia came into contact with Charles Ray Brown, who was in a state of cocaine excited delirium. In attempting to subdue and handcuff him, the three peace officers applied their body weight on his back and shoulders. Approximately one-minute after being handcuffed, Brown died.

Damages

The plaintiff asked for a verdict ranging from $1-$1 million.
