Facts
The plaintiff, Carolyn Lopez, 53, was walking on a public sidewalk in downtown Los Angeles during daylight
hours. Near 14th St. and Olive, she stepped into a 22 by 18 inch opening in the sidewalk and fell three feet,
fracturing her ankle. The plaintiff alleged that a wastewater vault cover (manhole) was missing, which led to
her fall.
