Plaintiff Felicia Troxa, 38, worked for Defendant Contra Costa County from 1990 through 1993 as a law clerk in the county detention facility libraries. Plaintiff Troxa allegedly experienced a pattern of sexual harassment while working at Defendant West County Detention Facility by male inmates. Troxa complained to her supervisor of the alleged inmate conduct and requested changes in her work environment to lessen or eliminate the harassment, all of which were rejected by Defendant employer. Defendant Contra Costa County refused to renew her employment contract in January of 1993.

Plaintiff contends they demanded $10,000 and a change in policy and Defendants offered waiver of costs. Defendants contend Plaintiff demanded $15,000.
