On May 22, 1991, at approximately 12:00 noon, in Monrovia, Plaintiff Terri Engel, a 33-year-old postal carrier, was delivering mail near Defendant Carmel McGowen's residence when McGowen's Labrador ran through an open gate and lunged at Plaintiff, knocking her down on her buttocks.
