In 1989 Plaintiffs Charito Ramiro, a 54-year-old club manager, and David Haskins, a 57-year-old installation club manager, were discharged from their positions. They were employed by the Defendant U.S. Navy's Mare Island's Morale, Welfare, and Recreation department. Ramiro is Filipino, and Haskins is Black.
