On July 15, 1998, at approximately 8:45 p.m., the plaintiff, a 43-year-old engineer, was riding his bicycle, with
its headlight on, down High Knoll Road, when the plaintiff struck a black, unmarked speed bump installed the
same day in the roadway. As a consequence, the plaintiff was thrown off of his bicycle, suffering injuries.
